Let’s DO 62

IP1The Department of Education is extending the call to all DepEd officials, administrators, teachers and stakeholders to act on Department Order No. 62, s. 2011 entitled Adopting the National Indigenous Peoples Education Policy Framework.

“This DepEd Order recognizes the faults of the past. It is an invitation for us to change our perspective – the glasses that we normally use to see reality – and exchange that with a perspective that allows us to really be inclusive. Furthermore, it is an invitation to learn with, not just to teach in, indigenous communities that have always been on the sidelines”, DepEd Secretary Armin A. Luistro remarked during the signing of DepEd Order No. 62, s. 2011 on August 8, 2011.

DepEd is adopting D.O. 62 in line with the country’s commitment to achieve its targets of Education for All (EFA) and the Millennium Development Goals (MDGs) to pursue the Basic Education Sector Reform Agenda (BESRA).

It intends to promote shared accountability, continuous dialog, engagement, and partnership among IP communities, civil society, and other education stakeholders.

D.O. 62 is the result of a consultation conducted among the representatives from Indigenous Peoples (IP) communities, civil society, and other government agencies.

The Philippine Constitution (1987) stipulates that the state shall “protect and promote the IP2right of all citizens to quality education at all levels, and all shall take appropriate steps to make such education accessible to all” (Art. XIV, Sec. 1). It further mandates the state to “recognize, respect, and protect the rights of indigenous cultural communities to preserve and develop their cultures, traditions, and institutions” (Art. XIV, Sec. 17)

The Indigenous Peoples Rights Act *(IPRA) of 1997 (RA No. 8371) mandates the state to “provide equal access to various cultural opportunities to the ICCs/IPs through the educational system, public and cultural entities, scholarships, grants and other incentives without prejudice to their rights… in a manner appropriate to their cultural methods of teaching and learning”.

The UN Declaration on the rights of IPs (2007) also contains similar provisions on IPs right to education.

All DepEd offices and units are enjoined to effectively communicate this policy to all concerned stakeholders. Hence, the Division of Malaybalay City will be conducting the launching and orientation of this program as soon as the go signal is given.                                                                                                               jdzamora

Arceno Wins GURO NG PAG-ASA

arcenoBangko Sentral ng Pilipinas and the Department of Education awarded Mrs. Zelda T. Arceno last February 26, 2013 at DepED Region 10 Office, Cagayan de Oro City for being the Mindanao Area Winner for Edukasyong Pantahanan at Pangkabuhayan in the 2012 Search for GURO NG PAG-ASA – (Gantimpala para sa Ulirang Pagtuturo ng Pag-iimpok at Araling Pansalapi).

Mrs. Arceno’s commendable performance was recognized due to her dedication in integrating Financial Education through the use of teaching guides in Araling Panlipunan (AP), Edukasyong Pantahanan at Pangkabuhayan (EPP) and Edukasyong Pagpapakatao (EsP)

The Schools Division Superintendent, Mr. Edilberto L. Oplenaria was with her on stage receiving the Certificate of Recognition and a cheque of Php 50,000.00 from the Bangko Sentral ng Pilipinas.

Three years ago, Mrs. Zelda T. Arceno was a Master Teacher I of Malaybalay City Central School when the Search had started.  Had it not been the promotion she is holding now, as a School Principal in St. Peter Elementary School in Far East District, she would have been the winner in the whole Philippines as asserted by one of the judges in the Search.

The Director of the Corporate Affairs Office of the Bangko Sentral ng Pilipinas, Ms. Fe M. De La Cruz hoped that the accomplishments of Mrs. Arceno together with the other winners of the 2012 Guro ng Pag-asa will encourage more teachers to continue empowering school children to become more financially independent. She also looked forward to having many more excellent nominees from Region 10 for this year’s Search.

Finally, Ms. Arceno is very happy with her great achievement.

25 Head Teachers Received Netbooks from Congressman Flores

netbookCongressman Florencio T. Flores, Jr., Representative of the Second District of Bukidnon donated 25 units of Net book to all Elementary and Secondary Head Teachers of Malaybalay City Division.

The formal turn-over was done at the Division Office Conference Hall last February 18, 2013, witnessed by all Division Office Personnel, recipient School Heads and OIC Superintendent at that time Pariso L. Orong, Secondary School Principal IV of Bukidnon National High School and George Madronal, Liaison Officer of the city  government.

Congressman Flores in his words of challenge stressed that those net books will be used by the school heads for prompt submission of required reports and smooth delivery of basic education to the learners.

The Schools Division Superintendent of Malaybalay City Edilberto L. Oplenaria is thankful Congressman Flores, Jr. for having this beneficial initiative for DepEd Malaybalay City.

Kaamulan 2013 Drum and Lyre Competition Conducted

drum & lyreIn celebration of the Kaamulan Festival 2013, DepEd, Division of Malaybalay City in partnership with the Provincial Government of Bukidnon headed by Hon.  Gov. Alex P. Calingasan sponsored the 2013 Kaamulan Drum and Lyre Competition at the Provincial Capitol Grounds, Malaybalay City on February 22, 2013.

Despite the downpour, five (5) participating schools in the province and hundreds of spectators watched the competition. Three (3) groups vied for the trophy in the elementary category. Casisang Central School with Coslita K. Muring as School Head bagged the championship brought home the trophy and a cash prize of Eighteen Thousand Pesos (Php 18,000.00).  Best Band Major and Majorette were also given to them.

The Drum and Lyre Band of Sumpong Elementary School with School Head Virgilio R. Namoc, Sr. took the second spot with trophy and a cash of Fifteen Thousand Pesos (Php 15,000.00) and awarded Best in Costume. Manlamonay Elementary School of Don Carlos, Bukidnon with School Head Jose Llera ranked the third place of the said category.

Two (2) Drum and Lyre teams competed in the secondary category. Libona National High School of the Division of Bukidnon with school head Dr. Neil Improgo seized the championship for the second time with a prize of Twenty Five Thousand pesos (Php 25,000.00) and trophy. They also got the Best in Band majorette award. Bukidnon National High School with Pariso L. Orong as School Head landed second place with Twenty Thousand Pesos (Php 18,000.00) cash and trophy .The group grabbed the Best in costume and Best Band Major awards.

 The Board of Judges was chaired by Dr. Raymund S. Antolo, EPS II  DepEd, Region X.,  Johnny Redondo, EPS I, Division of Misamis Oriental and  Isabel I. Casilang, EPS I  Division of Valencia City. The over-all activity was made possible with the Schools Division Superintendent of Malaybalay City Edilberto L. Oplenaria being the chairman of the 2013 Drum and Lyre Competition of the Kaamulan Festival.  The Smart Communication/Talk ‘N Text also supported the activity by giving Sims, ID slings and ball pens to all the winners.

MTB-MLE: Tool for the Development of Beginning Reading and Fluency from Grades 1 to 3

The implementation of the MTB-MLE starting school year 2012-2013 is based on the Department Order No. 16, series 2012. It shall be implemented in all public and private schools, specifically in kindergarten, Grades 1, 2 and 3 as part of K to 12 Basic Education Program that supports the goal of “Every Child-A- Reader and A- Writer by Grade One”.

MTB-MLE implementation is endorsed by President Benigno Simeon Aquino III. One of his famous quotes is, “Speak English to connect to the world speak Filipino to connect to your countrymen and speak your Mother Tongue to connect to your heritage”.

Mother Tongue Based-Multilingual Education is education, formal or non formal, in which the children’s mother tongue and the national language(s) are used in the classroom. Children begin their education in a language they understand, their mother tongue, and develop a strong foundation in their mother language.

The purpose of a multilingual education program is to develop appropriate cognitive and reasoning skills enabling children to operate equally in different languages –starting in the mother tongue with transition to Filipino and English.

MTB-MLE is a structured program of language learning and cognitive development providing

  • A strong education foundation in the first language
  • Successful bridging to one or more additional languages
  • Enabling the use of both/all languages for life-long learning.

MTB-MLE is based in the child’s own known environment and bridges to the wider world.

Multilingual Education maintains local language and culture while providing state/national language acquisition and instruction. It promotes learners’ integration into the national society without forcing them to sacrifice their linguistic and cultural heritage.

The implementation emphasizes on mother tongue as the learning /subject area and as a medium of instruction for the development of beginning reading and fluency from Grades 1 to 3.

Several Guidelines are disseminated through teacher’s training and preparation of  learning resources that served as concrete visual materials/ aid for teaching effectiveness for the benefit of the learners.

Mother Tongue Based-Multi Lingual Education (MTB-MLE) has its learning theories that help learners understand their own personal learning history and assist teachers in developing appropriate community-based learning activities.

These learning theories are, namely:  1) The Developmental Learning Theory by Jean Piaget, a Swiss Scientist(1896-1980) noticed that children learn by passing through a consistent series of stages in cognitive development; 2) The Schema Theory by R.C. Anderson, a respected educational psychologist organized knowledge as an elaborate network of abstract mental structures which represent ones understanding of the world; 3) The Social Learning Theory  by Albert Bandura asked the question, “How are societies so successful in transmitting their ideas of what is good and bad behavior, of what is valued, and of what skills are most important?” The learners in these societies often seem unaware that they have been “taught” these behaviors; and 4) The Socio-Cultural Learning Theory by Lev Vygotsky, a Russian psychologist (1896-1934) states that everything is learned twice: first socially (that is, with the help of other human beings), then privately (internalized). All knowledge is socially constructed; that is, all learning is group learning.

Furthermore, this program will not hinder the learners to learn the second language instead it will be a concrete initiative for a strong knowledge formation for children to undertake discovery and exploration by themselves on other languages.

On the part of the teacher, it may take additional effort to implement the program because the teacher serves as the facilitator in providing opportunities for the children. He needs to also communicate, interact and express his thoughts with confidence in a manner that is comprehensible by everybody.

This is a challenge for us – to give our best for the welfare of the children – to achieve quality education.
